This very rare item was originally contained within a Christmas Cracker which was dropped around Christmas time 2001. Not only is this one of the most expensive RuneScape items, it is also the first item to hit the 1 billion GP mark.
Because of its incredible rarity and fame, Jagex incorporated the blue Party Hat into some of it's quest story lines. According to the Wise Old Man mythology, while robbing the Draynor bank, he can be seen on the bank security video supposedly killing Elfinlocks and stealing her blue Party Hat from her remains. The Party Hat continues to crop up in further stories about the Wise Old Man.
The blue Party Hat may not be the most rare item in RuneScape even though its the most expensive item. Players view this item as an incredible status symbol and therefore trade rare items until they have upgraded all the way to the blue party hat. Due to programming language issues, it is currently impossible to buy a blue Party Hat completely with GP and must be acquired through a combination of item trades. Because of this, it can not be purchased through the Grand Exchange.

WHAT IS RUNESCAPE? RuneScape is a Massively Multiplayer Online Role-Playing Game (MMORPG) created by Andrew Gower and operated by Jagex Ltd.
